Ammo Disposal

A friend found 14 old 12 ga. shells that we want to dispose of.  What is the safest way?

Cut them at the top, empty the shot, pull the wad out with needle nose pliers then dump the powder in your flower garden.  The next step would be to discharge the primer then throw away.

I see that there is evil, and I know that there is good, and the in-betweens I've never understood....
